Add the water utility account
Use the account/customer number and PIN/house number from the utility bill. If you do not know the PIN, set it up online, call Utility Billing at 480-312-2461 or email UtilityBilling@ScottsdaleAZ.gov.
Choose ACH, card or one-time payment

Service task |
Best official route |
Question to ask before submitting |
|---|---|---|
New move-in |
“Does the City of Scottsdale provide water, sewer and solid waste for this address?” |
|
Move-out / final bill |
“What date will be used for the final read, and where will the final bill be sent?” |
|
Extended vacancy |
“Does my property qualify for a 6-12 month suspension, and is the balance fully paid?” |
|
Name change |
Account Name Change form from Utilities page. |
“What documentation is needed for marriage, divorce, company name change or ownership change?” |
Mailing address update |
Utility Account Mailing Address Change. |
“Will this update my mailing address, phone and email for utility notices?” |
PIN change |
PIN Change route, Utility Billing phone or email. |
“Can I set a 4- to 6-digit PIN for online payments and account verification?” |
Move-in caution: Scottsdale’s Start Service page asks customers to confirm the city provides service for the property before proceeding. This matters because some addresses in or near Scottsdale may involve a private sewer provider, county island situation, HOA, landlord billing, or separate utility.

High Scottsdale Water Bill: WaterSmart, AMI, Leak Review and Sewer Adjustment
WaterSmart
WaterSmart is a free portal for Scottsdale Water customers. It can show water-use graphics, leak assistance, water-saving tips, downloadable data and notification preferences.
AMI hourly data
Scottsdale is rolling out hourly water-use data through AMI. As of December 2025, about 67% of customers had hourly-data access, with multi-year completion expected in 2030.
Sewer adjustment
Sewer volumetric charges are based on winter use. Customers with abnormal winter use from a leak or pool refill may request sewer charge adjustment before annual update deadlines.
High-bill check |
What to do |
Why it matters |
|---|---|---|
WaterSmart access |
Log in to online utilities account, select the water account, then click the blue WaterSmart button. |
Shows usage patterns and helps identify leak or irrigation timing. |
Hourly vs monthly data |
Check whether your address has AMI infrastructure. Some customers see monthly data only until AMI is available. |
Hourly data can reveal continuous leaks; monthly-only accounts need manual checks and meter review. |
Usage in gallons |
Review bill’s current meter reading, period covered and usage in gallons. |
Usage equals current read minus prior read, multiplied by the meter multiplier. |
Outdoor irrigation |
Check controller programs, emitter leaks, stuck valves, broken heads, pool auto-fill and watering during peak heat. |
Scottsdale’s tiered water rates make high-volume outdoor use more expensive. |
Toilet and indoor leaks |
Dye-test toilets, inspect water softener, hot water heater, ice maker, faucets and under-sink lines. |
Indoor leaks can raise both water use and sewer winter average if they occur during December-February. |
Pool refill |
Document refill timing and gallons as closely as possible. |
Pool refill during winter months can affect sewer volumetric charge unless adjusted. |
Sewer charge appeal |
Submit sewer charge adjustment request if abnormal use from leak or pool refill affected winter average. |
Forms submitted before June 20 are reviewed before July update; forms are not accepted after Aug. 31 for current year. |
High utility bill complaint |
Use the Utilities page’s High Utility Bill Complaint route for unexpectedly high water charges due to a leak. |
Creates a structured review under City Code Chapter 49-46. |
WaterSmart warning |
Do not rely only on alerts. |
The City warns WaterSmart data and alerts are courtesy tools and customers remain responsible for monitoring use and repairs. |
Past-Due Bills, Late Fees, Disconnection, Reconnection and Hardship Help
Due date and late fee
Utility statements are due 20 days after the bill date. Late charge is 1.5% of past-due balance or $5, whichever is greater, on balance forward greater than $10.
Disconnection
Revenue Recovery says disconnection occurs when two consecutive utility bills have not been paid in full. Prior notice includes auto-calls and USPS notice.
Revenue Recovery
For past-due utility accounts or payment options, contact Revenue Recovery at 480-312-2705 during posted business hours.
Situation |
City guidance |
Practical action |
|---|---|---|
Bill is due soon |
Payment must be received before due date, not merely mailed. |
Use ACH/card/in-person route if mail or drop box may be too slow. |
Payment by mail/drop box |
Bill definitions page says to allow at least five days for processing if mailing or using drop boxes. |
Do not use slow routes when close to cutoff. |
Late balance |
Late fee is 1.5% of past-due balance or $5, whichever is greater, on balance forward over $10. |
Pay current and past-due amount before penalty compounds. |
Disconnection process |
Two consecutive utility bills unpaid in full can trigger disconnection; disconnection fee is listed at $110 plus tax on Revenue Recovery page. |
Call Revenue Recovery before service is shut off. |
Reconnection after payment |
Once past-due balance is paid in full, contact Revenue Recovery during business hours for reconnection. |
Call 480-312-2705 after paying. Outside reconnection hours, contact Water Operations at 480-312-5650. |
Property security before reconnect |
City warns all faucets/taps must be off before water is turned on. |
Inspect interior/exterior faucets, irrigation, water heater and ice maker before requesting reconnect. |
Tampering after shutoff |
Revenue Recovery lists escalating tampering fees from $200 first offense to $1,000 fifth offense. |
Never turn on a locked meter or bypass service after disconnection. |
Hardship assistance |
Utilities page links Hardship Assistance; Revenue Recovery lists social-services resources such as Scottsdale Human Services and Vista del Camino. |
Ask about payment arrangements and social-service resources before the account reaches collection. |
Collection or lien risk |
Revenue Recovery page says qualifying delinquent cases may involve liens, setoff, collection fees or third-party agency referral. |
Get payoff, release and payment instructions in writing when an account is already escalated. |
Scottsdale Water Supply, Water Quality Report and Drinking-Water Contacts
Surface water sources
Today, about 90% of Scottsdale’s drinking water comes from two surface-water sources: Central Arizona Project and Salt River Project.
Groundwater backup
Groundwater wells serve as backup to surface water supplies, and the city recharges CAP and advanced treated recycled water into the aquifer.
Annual report
Scottsdale Water publishes annual Water Quality Reports explaining where drinking water comes from, treatment processes, continuous testing and federal-standard comparisons.

CAP supply |
About two-thirds of Scottsdale’s water supply comes from Central Arizona Project water, treated at the CAP Water Treatment Plant. |
Use supply details when explaining Colorado River/CAP-related questions. |
SRP supply |
SRP supplies are delivered through the Arizona Canal to Chaparral Water Treatment Plant. |
South-of-Arizona-Canal “on-project” areas may differ from other parts of city supply system. |
Hardness |
City says hardness is not a primary water-quality standard and is not considered a health risk. |
Use this for scale/taste questions, but call if the water suddenly changes. |
Odor from faucet |
City explains a sewer-gas smell can come from the drain trap rather than tap water. |
Fill a clean glass and smell it away from the drain to help identify source. |
Lead and copper |
City says lead/copper source is usually household plumbing fixtures and pipes, not source water. |
Ask about lead/copper concerns if older plumbing or standing water is involved. |
Water Quality Laboratory |
Scottsdale’s lab is certified by Arizona Department of Health Services and tests drinking water, recycled water, industrial discharge and supply sources. |
Use water-quality contact routes for taste, odor, color or report questions. |
