New Service, Tenants, Owners, Moving, Selling or Title Payoff
Property-based utility rule: ABCWUA says it bills the property, not the person. It does not start, stop or transfer service like many utilities. The property owner of record controls and is responsible for the account.

Resolve before closing so water/sewer/trash charges are not left unpaid. |
Title company |
Payoff requests should be emailed; one service address per email; service address in subject line. |
Email title@abcwua.org. Advise customer to cancel Auto Pay or Budget Billing if selling. |
Old lien release |
Bernalillo County lien filing fees are listed as $25 to file and $25 to release; pre-July 2010 release requests need copy of lien. |

Understand the Bill, Trash Charges, Meter and Rate Ordinance
Bill includes more than water
ABCWUA says monthly bills can cover water, sewer and, for most customers, curbside refuse collection billed on behalf of the City of Albuquerque.
Account-specific calculation
Your bill contains water usage, meter information, adjustments, water-waste charges or extra cart charges if they apply.
Rates update
ABCWUA’s ordinance page lists Section 1 Water and Sewer Rates amended 5/20/26 by O-26-1. Use the current ordinance for exact rate math.
Bill line / issue |
What it means |
Best next step |
|---|---|---|
Water charge |
Drinking-water service and water usage billed through ABCWUA. |
Use My Account/HomeConnect to compare usage patterns. |
Sewer charge |
Wastewater service charge billed by ABCWUA. |
Review sewer definitions/rate ordinance if amount changed. |
Trash/refuse line |
For many customers, refuse is billed on behalf of the City of Albuquerque. |
City Solid Waste: 505-761-8100; Bernalillo County Solid Waste: 505-224-1639. |
Water waste fee |
May appear if water-waste enforcement has progressed beyond warning stage. |
Fix the source, request variance if eligible, and document repair. |
Extra cart charge |
Can appear on the bill as an additional charge. |
Call the solid-waste agency tied to your trash service. |
Meter usage spike |
May point to irrigation leak, toilet leak, yard-line leak, or unusual outdoor watering. |
Use HomeConnect where available and inspect continuous overnight flow. |
Rate ordinance |
ABCWUA sets water/wastewater rates under its adopted ordinances. |
Use the legislation/ordinance page for current rate language before publishing exact rates. |
HomeConnect: Track Usage Before the Bill Arrives
What it shows
If your meter has AMI, HomeConnect can show hour-by-hour or daily water use through your online Water Authority account.
Why it matters
Spikes or continuous flow can show toilet leaks, irrigation issues, yard-line problems or plumbing malfunctions before the next bill.
Need help setting up?
Call 505-842-WATR, Option 0 during business hours and ask a representative to walk you through it.
Create or open My Account
Go to account.abcwua.org or click My Account from the ABCWUA website.
Enter the Water Authority account number
Use the account number from the bill. HomeConnect setup depends on having online account access first.
Open View Water Usage
Once account access is set up, use “View Water Usage” to see daily usage and, where AMI is available, hour-by-hour patterns.
Look for leak patterns
Continuous overnight flow, sudden irrigation-cycle spikes, or usage when nobody is home can point to leaks that should be fixed quickly.
