Service task |
Official rule / practical detail |
Best next step |
|---|---|---|

Apartment and duplex renters should verify landlord billing before applying. |

Complete online account finalization or contact the office. |

Deposit holding rule
The City must receive required deposits in full when service is requested or reconnected. The deposit is held for six months and then applied to the account.
Returned payment risk
Returned payments can create new charges and trigger courtesy or disconnection notices. If a returned payment paid a disconnection notice, the rules allow a 24-hour courtesy notice before termination.

Financial Assistance, Leak Payment Arrangements and Medical Certification
Local assistance routes
The Lancaster Utilities assistance page lists agencies such as Community Action, Jobs & Family Services, 2-1-1 Information & Referral, and Ohio HEAP. Eligibility and funding are handled by the agencies, not automatically by the utility office.
Leak-related EPA
Extended Payment Arrangements are not offered for a normal monthly bill simply due to inability to pay, but customers with gas or water leaks generating large utility bills may request an arrangement by the current bill due date.
Medical certification
The rules include a medical certification program for gas/water service when termination would make medically necessary life-supporting equipment impossible or impractical, and the customer follows an approved Extended Payment Agreement.

Summer Sanitary Sewer Average: Why Your Sewer Charge May Not Match Summer Water Use
May through October
For residential sanitary sewer customers, summer sewer billing uses the average monthly water usage billed during the prior November through April period so customers are not penalized for watering lawns, washing cars and watering gardens.
High/low removed
When the average is calculated, the highest and lowest readings are excluded.
Residential only
The summer average applies to residential sanitary sewer services and does not apply to premises partially used for commercial or industrial purposes.
Rule |
Official detail |
What customer should check |
|---|---|---|
Summer period |
May through October. |
Check whether the bill is within summer-average months. |
Winter average period |
November through April water usage billed before the summer period. |
Review winter bills for leaks or unusually high indoor use. |
Excluded readings |
Highest and lowest readings are excluded from the average. |
Ask billing to explain the six-month calculation if the sewer amount seems wrong. |
Less than six readings |
If fewer than six readings exist, the number defaults to 800 cubic feet. |
Newer accounts should ask whether default usage was used. |
Minimum |
For billing purposes, a minimum of 300 cubic feet is set and the lesser of actual/average/default usage is charged. |
Compare actual water use to the billed sewer average. |
High-bill tip: a winter leak can raise the sewer average used in summer. If the winter period included a toilet leak, water softener issue, broken pipe or other unusual use, call billing and ask how the average was calculated.
High Water Bill, Meter Access and Leak Checks
Meter reread
The 2026 rules list a $20 meter reread fee, so ask when it applies and whether it is waived if the City reading is found wrong.
Monthly bill
Lancaster utilities are used and billed monthly, and payment is required monthly.
Leak EPA deadline
Leak-related Extended Payment Arrangement requests must be made by the current month’s billing due date.
Access matters
If meters are inaccessible and readings are estimated for 12 months, the rules allow additional termination-related steps after notice.
High-bill check |
Why it matters |
What to save |
|---|---|---|
Toilet leak |
Silent toilet leaks can raise both water and sewer-related charges. |
Food-coloring test result, repair date, parts receipt. |
Faucet, water heater, softener, outside spigot |
Small continuous leaks can create large monthly usage. |
Photos, plumber note, invoice, before/after usage. |
Meter reading |
Confirm whether the billed read matches current meter conditions. |
Clear meter photo, bill copy, date/time of reading. |
Summer sewer average |
Winter usage can affect summer sanitary sewer billing. |
November-April bills, leak documentation, sewer calculation question. |
Outdoor use |
Watering lawns, washing cars and gardens can raise water usage even when sewer average limits summer sewer impact. |
Irrigation schedule, hose use, pool fill dates, bill period. |
Leak payment arrangement |
Extended Payment Arrangement may be possible only for gas/water leaks that generate large bills, not ordinary inability to pay. |
Repair proof, due date, signed agreement, current bill payment plan. |
