Most residential customers are billed quarterly because meters are read every three months. The monthly statement option splits the quarterly total into three monthly statements, so payment amounts feel smaller while the total remains the same.

2026 Rates, Minimum Bill, Flood Safety Fee and Bill-Line Basics

The Water Bureau owns and maintains pipes up to and including the water meter.

Property side

Broken pipes and leaking fixtures on the customer side of the meter are the property owner’s responsibility.

30-day repair start

Customers must make reasonable efforts to locate the leak and initiate repairs within 30 days of increased-usage notice.

90-day repair finish

Repairs must be completed within 90 days after the customer was notified of increased usage, unless an appeal exception applies.
