Account rule that surprises renters: ABCWUA is a property-based utility. The Water Authority says it bills the property, not the person, and the property owner of record controls the water account. Delinquency rules

Low Income Credit
Homeowners who qualify may receive a monthly utility credit up to $33.05 for water, wastewater and solid waste. Participation must be renewed annually.
Water Assistance Fund
Effective January 1, 2026, WAF grants require a Water Authority turn-off notice and may provide one-time emergency help up to $200.
