Albuquerque Water Help Desk: Pay ABCWUA, Log In, Call WATR, Restore Service or Cut Water Waste

The Albuquerque Bernalillo County Water Utility Authority is not just a bill-payment portal. Your monthly statement can include water, sewer and, for many customers, curbside refuse collection billed on behalf of the City of Albuquerque. Use this guide to pay safely, view a bill, use Guest Pay, set up recurring payments, understand property-based account rules, restore water after nonpayment, apply for low-income help, check rates, inspect leaks, follow watering restrictions and find the right emergency number.

Start Here: Choose the Exact ABCWUA Task

This guide is for Albuquerque Bernalillo County Water Utility Authority customers. ABCWUA serves the Albuquerque/Bernalillo County water and wastewater system and uses account tools under abcwua.org, account.abcwua.org and E-Bill Express. If your bill is from a separate municipality, apartment submeter, private water association or rural water system, do not pay through this page until the bill logo and account number match.

Tenants should coordinate final/prorated bills and mailing changes through the landlord or property manager.

2026 Bill Reading, Water/Sewer Rates, Trash Line Items and Winter Average

Monthly bill mix

Your bill can include water, sewer and for most customers curbside refuse collection billed on behalf of the City of Albuquerque.

Water commodity

Rate ordinance lists water at $2.119 per unit plus $0.024 per unit for the New Mexico water conservation fee. One unit equals 100 cubic feet.

Sewer commodity

Retail wastewater commodity total is listed at $1.766 per CCF in the rate ordinance.

Winter average

The rate ordinance defines winter average using billed water use in December, January, February and March.

Bill item
What ABCWUA shows / how it works
What customers should do
Water usage unit
One unit / CCF equals 100 cubic feet, commonly 748 gallons.
Convert units to gallons before comparing with irrigation, leak or household-use estimates.
Water fixed monthly charge
Based on meter/service size and customer class. Residential 5/8 x 3/4-inch fixed charge is listed at $10.28 in the rate ordinance.
Do not compare bills unless meter size and class match.
Water commodity charge
$2.119 per unit plus $0.024 per unit state water conservation fee.
Multiply billed water units by commodity rate, then add fixed, sewer, refuse and other charges.
Water Resources Management portion
$0.122 of the commodity charge is dedicated to groundwater protection, conservation, water resources management and arsenic investigations.
Use this to understand the “why” behind part of usage charge.
Sewer fixed monthly charge
Based on water service size or liquid waste flow. Residential 5/8 x 3/4-inch sewer fixed charge is listed at $3.14.
Check the rate ordinance if your account is commercial, industrial, institutional or multi-family.
Sewer commodity charge
Retail customers are listed at total wastewater commodity charge of $1.766 per CCF.
Remember wastewater volume may be tied to water use and winter average rules.
Wastewater winter basis
December-March wastewater commodity charge is based on 95% of metered/estimated monthly water usage; other months use 95% of current use or 95% of prior winter average, whichever is less.
Fix winter leaks quickly because winter months can affect wastewater billing.
Conservation surcharge
Rate ordinance includes surcharges for residential use exceeding winter-average thresholds and irrigation-only accounts exceeding annual irrigation budget.
Review April-October high outdoor usage before disputing a surcharge.
Trash/refuse collection
For most customers, refuse collection is billed on behalf of the City of Albuquerque.
Call City Solid Waste at 505-761-8100 for trash bill questions, not ABCWUA water/sewer staff.
Water waste / extra carts / adjustments
Additional charges for adjustments, water waste and extra carts may appear.
Separate these line items before assuming the meter is wrong.

Bill-reading shortcut: check account number, service address, water units, meter size, fixed water charge, water commodity, sewer fixed, sewer commodity, refuse, water waste, extra cart, adjustment, penalty and prior balance. A “high water bill” may actually be sewer, refuse, surcharge, penalty or unpaid prior balance.

High Bill, Leaks, Winter Use, Meter Checks and Conservation Hotline

Leak clue

ABCWUA says residential leaks can increase bills by several hundred dollars per month and often waste 10,000 to 60,000 gallons per leak per month.

Meter check

Most meters have an indicator that spins/revolves when water is running. If no water is on, movement can indicate a leak.

Winter benchmark

ABCWUA’s leak guidance says winter household use is often low, roughly 2 to 8 units in November-March depending on household size.

High-bill check
What to inspect
What to ask / do next
Meter indicator moving
Turn off all fixtures, irrigation, appliances and hose bibs; watch the meter indicator.
If it moves, isolate inside vs. outside leak and call plumber or ABCWUA depending on location.
Toilet leak
Bad flapper, bad fill valve, water motion in bowl, overflow tube level, dye-test result.
Repair quickly; toilet leaks can run silently and affect monthly charges.
Water softener
Listen for daytime running; check bypass valve.
Close bypass if appropriate and call service tech/plumber.
Appliances / hoses / valves
Washer hoses, water heater, evaporative cooler, faucet handles, under-sink valves.
Replace washers, bad valves or hoses and save receipts.
Outdoor irrigation
Wet yard, overspray, broken heads, valve box leak, drip tubing, timer schedule.
Use 505Outside guidance and avoid April-October time-of-day violations.
Unknown leak
Meter still runs after basic checks; no visible indoor leak.
Call conservation hotline at 505-842-WATR Option 4 for leak-finding guidance.
Winter leak
High use in December-March.
Investigate immediately because winter average can affect later sewer billing and conservation thresholds.
Bill line-item confusion
Trash, water waste, extra cart, adjustment, penalty, prior balance.
Ask Option 0 to explain each line before requesting meter test or formal review.
High-bill script: “My ABCWUA account is [account number]. My billed use changed from [old units] to [new units]. I checked toilets, water softener, appliance hoses, irrigation, meter movement and bill line items. The issue was repaired on [date] / I cannot find the leak. Can you review my usage and tell me whether this is water, sewer, trash, surcharge, penalty or prior balance?”

Water Waste, Watering Restrictions, Variances, Rebates and 505Outside

Mandatory time-of-day rule

From April 1 through October 31, spray irrigation must occur between 7 PM and 11 AM unless an exemption applies.

Water waste definition

Water waste includes water, other than natural precipitation, flowing or spraying into a public right-of-way, storm drain or adjacent private property.

Summer 2026 reminder

ABCWUA reminded customers in June 2026 to conserve during dry Rio Grande conditions and follow three-days-per-week summer lawn watering guidance.

Outdoor water issue
Rule / practical guidance
What to do
Spray irrigation timing
No spray irrigation between 11 AM and 7 PM from April 1-Oct. 31.
Set timers before 11 AM or after 7 PM; check seasonal updates.
Drip / bubbler / hand watering
Time-of-day exemption page says restriction does not apply to drip irrigation, low-precipitation bubblers, hand watering, container plants and plant stock.
Still avoid runoff and overspray.
Water running into street/sidewalk
Defined as water waste if water flows or sprays into public right-of-way, storm drain or adjacent private property.
Fix sprinkler head, slope runoff, valve leak or schedule issue before warning becomes fine risk.
Reporting water waste
Use online form or call Option 5; reports need address and best day/time to observe.
Provide source if known, photos/video if available and specific observation times.
Water waste enforcement
Reports may trigger warning notice or field inspection; fines are not assessed until warning is issued and owner has chance to correct.
Correct quickly if warning is received.
One-day exemption
Can apply where chemical treatment needs immediate watering or irrigation system was disabled over 48 hours.
Use the watering restriction exemption/variance form before watering outside allowed time.
New sod
30-day exemption may allow spray irrigation needed to establish new sod.
Apply before installation if watering schedule will violate time-of-day rule.
Rebates / xeriscape
505Outside and ABCWUA conservation pages provide rebate and desert-friendly landscape resources.
Check eligibility before removing lawn or buying equipment so rebate is not lost.
