Sewer usage
$5.92 per unit for Minneapolis-based customers; outside-city sewer rate differs.
5/8-inch fixed fee

Stormwater
2026 single-family average stormwater fee is $16.35, based on impervious surface area.
2026 bill line |
City-listed amount / rule |
What to check on your bill |
|---|---|---|
Water usage |
$3.88 per unit; one unit is 100 cubic feet or about 748 gallons. |
Compare units used to prior months and check whether the reading is actual or estimated. |
Sewer usage |
$5.92 per unit for Minneapolis-based customers; outside-city sewer rate is listed as $38.90. |
Residential sewer billing may use winter averaging from April through November. |
Water tax / testing fee |
The rate table shows water tax and a testing fee; Minnesota law requires an annual safe-drinking-water fee from every service connection. |
Residential properties are not charged sales tax; commercial properties may have combined sales taxes. |
Residential sewer averaging |
For residential properties with three or fewer dwelling units, December-March sewer reflects actual water use; April-November sewer reflects average winter consumption unless actual usage is lower. |
Outdoor summer use should not automatically inflate sewer billing if the winter-average method applies. |
Commercial / large residential sewer |
Business properties and residential properties with more than three dwelling units use actual water consumption year-round for sewer fees. |
Multi-family buildings should not assume single-family winter averaging. |
Fixed water and sewer fees |
All residential and commercial customers pay monthly fixed fees based on meter size. |
Meter size matters; larger meters have much higher fixed fees. |
Turn-off / turn-on charge |
2026 other water service charges list $90 turn-off and $90 turn-on charges. |
If water was shut off for nonpayment, budget for account balance and any restart-related charges. |
NSF fee |
2026 bounced check or nonsufficient funds fee is $30. |
Ask whether payment method restrictions apply after a returned payment. |
Solid waste base fee |
2026 solid waste base fee listed at $33.99 per unit, with cart fees shown separately. |
Solid waste and recycling may appear with water/sewer on the same utility bill. |
Stormwater fee |
2026 single-family stormwater fees: low $12.26, average $16.35, high $20.44. |
Fee is based on impervious surface. Credits may reduce the stormwater charge. |
Bill calculator tip: before estimating a Minneapolis utility bill, verify meter size, water units, sewer averaging period, dwelling units, stormwater category, cart size, extra carts, solid-waste taxes, water testing fee, NSF/turn-on/turn-off charges and any dispute or forwarded balance.
Start, Stop, Transfer or Restart Minneapolis Utility Service
Start water and sewer
To start water and sewer service, the City asks for a deed, closing disclosure or settlement agreement if you own the property, or a lease if you rent. You can complete the New Water Service form online or contact Customer Service.
Stop or transfer
If you move, stop water service or transfer it to a new Minneapolis address. The City must read the water meter before you move and may need to enter the property to read it.
Restart after shutoff
If water was turned off for nonpayment, pay the total balance due and contact Customer Service. The City says it will restore service within 24 hours after you pay the balance and contact them.
Service task |
Official detail |
Practical next step |
|---|---|---|
Start water/sewer as owner |
Provide deed, closing disclosure or settlement agreement. |
Use the online New Water Service form or call 612-673-1114. |
Start water/sewer as renter |
Provide copy of lease to prove you rent the property. |
Have lease, service address and move-in date ready. |
Start garbage and recycling |
When water/sewer account is created, you are automatically signed up for Minneapolis Solid Waste & Recycling services. |
Remember residential properties with four or fewer units generally use City collection. |
Stormwater management |
Your water/sewer account lists a stormwater fee. Everyone is charged monthly, cannot opt out, and may earn credits. |
Look into residential or commercial stormwater credits if you manage runoff on-site. |
Stop service |
Call Customer Service or use Premium Access: Service Requests → Disconnect Service. |
Schedule meter reading before leaving and keep final bill details. |
Transfer service |
Use Service Requests → Transfer of Service in Premium Access or call Customer Service. |
Update bank bill pay account number after transfer. |
Meter-reading appointment |
Appointments may be needed for moving/selling, “EST” readings or temporary water stop. |
Call for fastest scheduling; appointment times are 8 AM-4 PM, Monday-Friday. |
Water turned off for another reason |
Make an appointment with Customer Service and complete the Water Release Form before turn-on. |
Do not assume the City can turn water back on without release documentation. |
Help Paying, Flexible Arrangements, Disputes and Appeals
Flexible arrangements
Utility Billing says it can work with customers to set up a flexible payment arrangement to bring an account current. Call Customer Service before the balance reaches shutoff or assessment timing.
211 help
The City’s help page points residents to 211 for help paying essential community services. Funding and eligibility vary, so call early and verify whether a pledge affects your utility account deadline.
Dispute / appeal
If you question a charge, call Utility Billing first. If you are not satisfied, the rates page says you can file a dispute, and the appeals page lists Utility Billing as an appealable issue.
Situation |
Best first action |
Prepare this |
|---|---|---|
Cannot pay full bill |
Call Utility Billing at 612-673-1114. |
Account number, service address, due date, amount you can pay today and hardship reason. |
Need community assistance |
Call 211 or visit 211.org. |
Utility bill, ID, income proof, lease/deed, shutoff notice and payment-arrangement details. |
Bill seems wrong |
Call Utility Billing for explanation and meter/account review. |
Prior bills, meter photos, payment proof, “EST” code if shown, leak repair proof and timeline. |
Formal dispute |
Use the Utility Billing Dispute Form or appeal route if appropriate. |
Account number, property address, bill dates, disputed dollar amount and written reason. |
Special assessment or hearing notice |
Read the notice deadline and appeal instructions. |
Notice, bills, proof of payment, dispute form and any customer-service response. |
Water off for nonpayment |
Pay total balance due and contact Customer Service. |
Payment confirmation, account number, water-release form if required and safe property access. |
Do not wait: an assistance referral, 211 call, bank bill-pay transaction, mailed check or dispute filing may not stop shutoff unless Utility Billing confirms the account status. Ask for the exact amount, deadline and accepted payment method.
High Bill, Leak Indicator, Estimated Read and Sewer Averaging
Leak indicator
When no one is using water, the leak indicator should not move.
Toilets first
The City says toilets are the most common leak spot and can be checked with coloring in the tank.
“EST” code
EST under Meter Readings means usage was estimated and may require a meter-reading appointment.
AWC sewer
April-November residential sewer may use average winter consumption for small residential properties.
Bill clue |
Likely cause |
Customer check |
Ask Utility Billing |
|---|---|---|---|
Water usage jumped |
Toilet leak, irrigation, hose, washer, water softener, estimated/corrected read or meter issue. |
Turn off all water and watch leak indicator or changing digital meter digits. |
“Was this reading actual, estimated or corrected?” |
Toilet may be leaking |
Silent toilet leak; hard to see or hear. |
Put food coloring or laundry bluing in tank, wait 20-30 minutes without flushing, and check bowl color. |
“What bill months should I compare after repair?” |
Meter shows EST |
Meter stopped, automatic reader broke or staff could not access the meter. |
Schedule a meter-reading appointment. |
“Can you read the meter and correct any estimate?” |
High summer bill |
Outdoor watering, car washing, sprinkler runoff, pool/hose use or actual water use. |
Water only when needed, avoid watering when rain is forecast, and water during cooler parts of the day. |
“Is sewer based on AWC this month or actual use?” |
Sewer seems high |
Winter average, actual consumption, property type or more than three dwelling units. |
Check whether the property qualifies for residential winter averaging. |
“Is my sewer bill based on actual usage or average winter consumption?” |
Stormwater seems high |
Impervious surface category, commercial ESU calculation or no stormwater credit. |
Review impervious area and credit options. |
“Can I apply for residential or commercial stormwater credits?” |
Solid waste line seems high |
Large cart, extra cart, cleanup, address-number fee, cart-at-curb fee or other add-on. |
Separate water/sewer from solid-waste charges. |
“Which solid-waste fee was added and what department controls it?” |
Water Emergencies, Sewer Backups, Water Quality and Lead
Water emergency
Call 612-673-5600 any time for emergency water service issues such as flooding from a water main break. For non-emergency water service or quality reports, use the City’s online report forms or 311.
Sewer emergency
Call Minneapolis Sewer Operations at 612-673-5625 for sewage overflowing from a manhole, unknown substance into a storm drain, or sewer odors/gases in the street. Use 911 for gas smell, hazardous spill or explosive risk.
Water quality
Minneapolis releases annual water quality reports and monthly analyses. Water quality information is available at 612-661-4999, and residents can request lead testing kits through the City’s lead-testing program.
Issue |
Official route |
Say this / do this |
|---|---|---|
Flooding from water main break |
Call Emergency Water Service at 612-673-5600, 24 hours. |
Give address, cross street, whether water is entering buildings, and visible road/sidewalk conditions. |
Low pressure, leak or outage |
Use the water service issue report or call emergency number if urgent. |
Provide email address; the City says it sends a case number and expected completion date for reports. |
Look, taste or smell concern |
Review water-quality answers first, then submit a water-quality issue if still needed. |
Describe color, odor, taste, date/time, hot vs cold tap and whether neighbors are affected. |
Sewer backup at home |
Contact 311 or Sewer Operations depending on urgency. |
The City crew can assess the property at no charge and decide whether blockage is city-owned pipe or private lateral. |
Slow drains / sewer gas smell |
Review sewer-problem guidance and call Sewer Operations if city-side issue seems possible. |
Pour water into floor drains, check P-traps and vents, and call a drain professional if it is private lateral. |
Mississippi River drinking-water source |
Read treatment and delivery process plus annual report documents. |
The City pumps about 21 billion gallons from the Mississippi River annually and delivers about 57 million gallons per day. |
Lead service line concern |
Use the lead service line map or request lead testing. |
Property owners own the entire service line from the water main to the home, including the stop box. |
PFAS concern |
Read the City’s PFAS page and annual/monthly testing resources. |
The 2026 PFAS page says one PFAS compound was detected at very low levels and the water remains far below MDH guidance values. |
City of Minneapolis Utility Billing vs Suburban Water, Landlord Billing or Energy Bills
If your bill says… |
Likely route |
Verify before paying |
|---|---|---|
City of Minneapolis Utility Billing |
Use ub.minneapolismn.gov, 612-673-1114, the Service Center, retail cash barcode, AutoPay or Minneapolis Finance Department P.O. Box 77028. |
Account number, service address, bill status and amount due. |
St. Paul Regional Water Services |
Use SPRWS payment and customer-service routes. |
St. Paul and some suburbs are separate from Minneapolis billing. |
Bloomington, Columbia Heights, Crystal, Edina-Morningside, Golden Valley, Hilltop or New Hope |
Use the local city/provider billing route unless your bill explicitly says City of Minneapolis Utility Billing. |
Minneapolis may deliver treated water beyond city residents, but billing/provider responsibility can differ. |
Apartment, landlord or third-party utility biller |
Use lease, resident portal or property manager unless the City account is directly in your name. |
Ask whether water is direct-billed, master-metered, submetered or allocated. |
Xcel Energy or CenterPoint Energy |
Electric or natural gas provider, not Minneapolis water utility. |
Do not use water bill portal for energy accounts. |
Hennepin County or special assessment |
May involve property taxes, tax-forfeited property, assessments or collection route. |
Read the notice and contact the office listed before the deadline. |
Private well or septic |
Use county/environmental health, licensed plumber, well contractor or private testing route. |
You may not have a City water/sewer account even with a Minneapolis-area mailing address. |
Portal safety rule: if the Minneapolis utility portal cannot find your account, shows the wrong property, or asks for details that do not match your bill, stop and call 612-673-1114 before paying.
