Water/Sewer Rates, Drainage Fee and Winter Sewer Average

Minimum monthly bill

City FAQ says residential and commercial water/sewer bills include a minimum monthly fee based on meter size and the first 3,000 gallons of water.

Usage tiers

Usage above 3,000 gallons is billed per thousand gallons, with tiered pricing that increases as usage increases.

October adjustments

Amarillo says water and sewer rates are adjusted each October for capital improvement and maintenance needs.

Winter average

Residential sewer billing uses a winter average based on December, January and February water use and recalculated each March.

Bill item
Official rule / local detail
What customers should do
Water/sewer minimum
Minimum monthly fee depends on meter size and includes first 3,000 gallons.
Check meter size before comparing your bill with a neighbor.
Usage over 3,000 gallons
Billed at additional rate per thousand gallons, with tiered pricing that increases as usage increases.
Review Billed Usage in new portal when bill jumps.
Outside city limits
Rates are higher for customers located outside city limits.
Confirm location status if a new account or annexation boundary is involved.
Annual rate changes
Water/sewer rates are reviewed and adjusted each October by City Council.
Check the official rate page after each October billing cycle.
Drainage fee
Assessed to property owners to maintain systems that convey rainwater to playa lakes or receiving streams.
Do not confuse drainage fee with drinking-water usage.
Drainage infrastructure
Examples include curb and gutter, storm sewer pipes, drainage ditches, inlet boxes, playa lakes, street sweeping and playa lake pumps.
Use Drainage Utility office for drainage-fee or stormwater questions.
Winter sewer average
Average of December, January and February water usage determines sewer charges for following year.
Fix winter leaks quickly; winter leaks can raise sewer billing for months.
Citywide sewer average
City lists citywide average usage as 8,000 gallons.
New residential accounts are temporarily set at 8,000 gallons until enough winter history exists.

Late Bill, Pink Tag, Gold Tag, Pull Fee, Reconnect and Payment Plan

Penalty timeline

  • 10% late fee is assessed if payment is 3 days late.
  • 10% late fee plus $25 fee is assessed if payment is 60 days late.
  • 10% late fee plus $25 fee plus $25 pull fee is assessed if payment is 93 days late.
  • City can remove penalties only up to three months back on active accounts, excluding pull fee and door tag fee.

Door tags

  • Pink tag means the oldest bill is 90 days late.
  • Pay by date on tag to prevent service interruption.
  • Gold tag may mean water was left off because more than 10 gallons were registering.
  • Gold tag can also mean possible leak detected, meter access needed or another issue marked on the tag.

Reconnect / payment plan

  • Full past-due balance generally must be paid to restore service.
  • If unable to pay full balance, half of past-due amount may be required with arrangement for rest.
  • $25 service fee is applied to reconnect the meter.
  • Payments before 3 PM Monday-Thursday or before 4:30 PM Friday can restore same business day.
  • Payment plans are offered once per year and must be arranged through Utility Billing.

Payment-plan caution: if a payment plan becomes 60 days past due, it can be canceled and the remaining balance added back to the account. Payment plans also cannot be set up if a customer has a returned payment, unless the return amount and fee are paid in office with cash or money order first.

Past-due script: “My Amarillo utility account is [new account number]. I received a [pink tag / gold tag / delinquent notice] or my water was disconnected. What exact amount must be paid today, does it include late fee, $25 fee, pull fee or reconnect fee, and do I qualify for a payment plan with half down?”

High Bill, Digital Meter Usage, Estimated Readings and Leak Adjustment

Hourly usage

After logging into the new customer portal, customers can review hourly and monthly usage under Billed Usage where digital meter data is available.

Digital meters

Water Utilities is replacing meters across Amarillo so water-use data can appear in the new online billing system and on paper bills.

Leak adjustment

A possible leak adjustment requires the leak to exceed 50,000 gallons over the 12-month average and proof of repair.

High-bill issue
What the City says / what to check
Best next action
Hourly/monthly usage
New portal shows hourly and monthly usage under Billed Usage where data is available.
Look for overnight continuous use, irrigation days or sudden usage spikes.
No usage data visible
City says usage information may not show if a digital meter has not yet been installed or customer previously opted out.
Call 806-378-3030 and ask what meter type is on the account.
Estimated reading
Possible reasons include obstructed meter, extreme weather, or auditing unusual usage before billing.
Clear meter access and ask for read review if the estimate seems wrong.
Residential leak adjustment
Leak must result in more than 50,000 gallons over 12-month average; customer must provide repair documentation.
Submit General Customer Service Request in portal or call Utility Billing.
Commercial leak adjustment
Same 50,000-gallon-over-average threshold and repair documentation; high-consumption adjustment may be considered if full leak adjustment is unavailable.
Document repair and ask whether leak or high-consumption adjustment applies.
Adjustment limit
If requirements are met, adjustment may apply to two highest bills; only one leak adjustment is allowed every two years.
Use the adjustment carefully and keep all repair proof.
Gold tag after meter left off
Gold tag can mean consumption over 10 gallons suggests water may be running on premises.
Check faucets, toilets, irrigation, hose bibs and service line before asking for service on.
Winter leak
December-February usage affects residential winter sewer average.
Fix leaks immediately because sewer average recalculates each March.
High-bill script: “My Amarillo utility account is [new account number]. My usage rose from [old gallons] to [new gallons]. I checked the new portal Billed Usage, toilets, irrigation, meter access, hose bibs and service line. The repair was completed on [date] and I have [plumber receipt/parts receipt/photos]. Do I meet the leak-adjustment or high-consumption adjustment rules?”
