2026 Rates and Winter Quarter Average: Why Sewer Charges Change
Rio Rancho water, wastewater and recycled-water rates are implemented under City Ordinance Chapter 51. Water is based on meter size and consumption; wastewater is based on meter size and the Winter Quarter Average, often called WQA.
WQA months
WQA uses water/wastewater consumption during the December, January and February billing cycles.
Why winter?
The city uses winter usage because it reflects indoor domestic use without irrigation interfering.
New customer
New residential customers use actual consumption or the class average, whichever is less, until the next WQA.
Starts in March
Once calculated, the new wastewater rate based on WQA starts in March every year.
Rate / WQA item |
Official detail |
What customer should do |
|---|---|---|
Water base charge |
Based on meter size for all classes. |
Check your meter size and current rate sheet. |
Water volume charge |
Based on customer class and consumption volume. |
Compare current usage with prior bills and look for irrigation or leak changes. |
Water rights acquisition fee |
Listed as greater of minimum fee or volume fee on the city rate sheet. |
Do not overlook this line when comparing bills. |
Wastewater base charge |
Based on meter size / service class rules. |
Look at both base charge and WQA-based volume charge. |
WQA formula |
Total winter-cycle consumption divided by total service days, then multiplied by 30.42, or 30.50 for leap years. |
Check December-February usage, especially if guests, leaks or irrigation affected the winter period. |
New residential customer class average |
City page lists residential class average as four thousand gallons until next WQA if actual is not lower. |
Ask customer service how your first-year wastewater charge is being calculated. |
Recycled water |
Rate sheet lists recycled-water volume charges separately. |
Verify whether the property uses potable water, wastewater and/or recycled water. |
Lower WQA tip: conserve during the December, January and February billing cycles, fix leaking toilets or faucets before winter bills close, and avoid unusual indoor water use during the WQA period when possible.
High Water Bill, Leak Letter and Water Use Audit
Meter first
Rio Rancho says the water meter is the first place to check for leaks because readings determine water-usage billing.
Leak indicator
Older meters may show a triangle; newer meters may show an asterisk as the flow/leak indicator.
30-minute test
Turn off all water, record the reading, wait 30 minutes, and compare readings.
City meter issue
If the city water meter is leaking or not functioning properly, call 891-5019.
High-bill check |
Official / practical detail |
What to save |
|---|---|---|
Turn off water-using appliances |
Include automatic ice maker and evaporative cooler when doing the meter leak test. |
List what was turned off and the time. |
Watch flow/leak indicator |
If the triangle or asterisk is spinning while water is off, a leak is likely. |
Short video if safe, plus meter photo. |
30-minute reading test |
If the reading changes after 30 minutes with no water used, there may be a leak. |
Before/after reading photos and timestamps. |
Toilet/faucet leak |
The city links to faucet and toilet leak-detection guidance. |
Repair receipt, parts receipt, plumber invoice, repair date. |
Possible leak letter |
The Water Use Audit form is for customers who received a possible-leak letter or have higher bills than expected. |
Letter, bill history, suspected leak notes, contact details. |
High WQA concern |
A winter leak can raise the wastewater WQA used after March. |
December-February bills, repair proof and WQA calculation question. |
