Sewer backup
Locate the outside wastewater cleanout, remove the cap if safe, and call Water Utilities immediately.
Issue |
Official guidance |
What to say / do |
|---|---|---|
Wastewater backup |
Call immediately. Locate cleanout outside the house, usually capped with a white square plastic piece about 4 inches above ground. |
“Wastewater is backing up at [fixture/location]. Cleanout is [found/not found].” |
Sewer cleanout not found |
City says cleanout location varies and may be hidden or buried; property owner is responsible for maintaining cleanout. |
Call the city, then plumber if needed. |
Low pressure |
Call Water Utilities; crew may be dispatched to investigate. |
Say whether it affects all taps or one fixture only. |
No water |
Maintenance handles no water not related to disconnection due to nonpayment. |
Check if neighbors are affected and whether bill is current. |
Discolored water |
Water Utilities can assist with discolored water calls. |
Note color, tap, hot/cold, duration and nearby repair/flushing work. |
Leak near meter |
City repairs leaks up to the water meter; customer-side pipelines/devices are customer responsibility. |
Call to determine if leak is city-side or customer-side before digging. |
High Bill, Meter Check and Leak Adjustment
Toilet dye test
Add food coloring to the tank, wait 15-20 minutes without flushing, then check the bowl.
Billing unit
Irving bills water for each 1,000 gallons used. Compare the meter register with your bill.
Arrears billing
Irving bills after water is used; when you receive a statement, usage is already about three weeks into the next billing period.
Private property
City staff cannot investigate private property plumbing; they can inspect whether the meter shows flow when water is not being used.
Question |
Direct answer |
Next action |
|---|---|---|
Why is my water bill high? |
Irving says leaking or constantly running toilets are the most common cause. |
Do dye test; also check sinks, water heaters, ice makers, faucets and outside connections. |
Could it be outdoor use? |
Pool filling, lawn watering, new sod/seed/landscaping and sprinkler timers can raise usage. |
Compare same month last year and review irrigation schedule. |
Could it be a catch-up bill? |
If a prior bill was estimated or misread, a later actual read can raise usage. |
Ask Customer Service if read was actual, estimated or corrected. |
How do I compare meter to bill? |
Read the register numbers on the white background with black numbers on the left side. |
Write down number and call 972-721-2411 for comparison help. |
Did city work on my street cause billed usage? |
Irving says water main/service-line repair before the meter does not impact customer usage because water must pass through the meter to be billed. |
Still call if you see meter movement while all water is off. |
Can I get a leak adjustment? |
Concealed repaired leaks may be considered once every 12 months under City Ordinance #4211. |
Submit form with repair receipt after leak is fixed. |
What leak adjustment documents are needed? |
Form asks for account name, account number, service address, phone, email, plumbing repair receipt, comments, signature and date. |
Keep paying normal monthly/current charges while request is reviewed. |
How many months can be adjusted? |
Irving’s form policy says only the two highest months affected by the leak will be adjusted. |
Wait until the meter is read for the period following repair before final consideration. |

This average is applied to wastewater rates for the next May-April period. |
Sewer if no winter average |
If customer has not had enough time to establish winter average, sewer charge is 80% of water consumption until average exists. |
Common for newer accounts. |

Based on wastewater treatment budget from Trinity River Authority. |
Separate from water consumption line. |
Drainage |
Funds stormwater drainage issues; calculated by non-impervious surface area. |
