Outside-city account | Outside-city rates differ from inside-city rates. | Is my account classified inside or outside city limits? |
Multiple utilities on one bill | City bills water, power, gas, solid waste and sanitation-related accounts. | Which line item changed: water, wastewater, stormwater, electric, gas or sanitation? |
Stormwater Fee, Combined Sewer and Rainwater Questions
What stormwater is
Stormwater is rain and snowmelt runoff from rooftops, paved areas and other hard surfaces.
Why the fee exists
The fee supports stormwater infrastructure, runoff water quality, federal/Kentucky permit responsibilities and pollution reduction.
Who pays
Stormwater fee applies inside city limits to customers with Henderson Water Utility water service.
Searcher question |
Direct answer |
What to do |
|---|---|---|
“Why am I charged for rain?” | You are not charged for rain itself; the charge funds storm drain system management, pollution reduction and infrastructure maintenance. | Check stormwater line and meter size. |
“Does stormwater change when it does not rain?” | Stormwater costs are ongoing because pollutants build up on hard surfaces and infrastructure must be maintained. | Do not expect monthly rainfall to match fee. |
“What is a CSO?” | HWU operates a combined sewer system with permitted combined sewer overflows where rainwater and wastewater can overflow in certain conditions. | Use HWU CSO map/resource if concerned after storms. |
“Does irrigation meter pay stormwater?” | Rate table note says stormwater fixed charges do not apply to irrigation meters. | Ask if the meter is correctly coded. |
“Why does business pay more?” | Stormwater charges use meter size as a proxy for facility impact. | Review meter size and customer class. |
Water Quality, CCR, PFAS and Lead/Copper

Daily water data | HWU says it provides detailed water-quality analysis each day from each drinking water plant. | Use Drinking Water Quality page and related documents. |
PFAS | HWU says drinking-water samples continue to test well below regulatory limits for all six PFAS chemicals. | Review PFAS update and CCR; call HWU if concerned. |
North system source | PFAS update says the North Water Treatment Plant source water is the Ohio River. | Use North CCR for City of Henderson and portions of county. |
Lead and copper | HWU says it has a corrosion-control program and monitoring has never exceeded action levels over many 3-year periods. | Check lead/copper page and service-line inventory. |
Galvanized service lines | HWU news says about 2,000 Henderson residents were expected to receive letters about galvanized steel service-line replacement. | If you receive a letter, follow HWU instructions and ask about private-side line responsibilities. |
Service-line inventory | HWU has been visually identifying service-line material across its distribution system. | Use the public inventory link and contact HWU for unclear property results. |
