Stormwater Fee, Combined Sewer and Rainwater Questions

What stormwater is

Stormwater is rain and snowmelt runoff from rooftops, paved areas and other hard surfaces.

Why the fee exists

The fee supports stormwater infrastructure, runoff water quality, federal/Kentucky permit responsibilities and pollution reduction.

Who pays

Stormwater fee applies inside city limits to customers with Henderson Water Utility water service.

Searcher question
Direct answer
What to do
“Why am I charged for rain?”
You are not charged for rain itself; the charge funds storm drain system management, pollution reduction and infrastructure maintenance.
Check stormwater line and meter size.
“Does stormwater change when it does not rain?”
Stormwater costs are ongoing because pollutants build up on hard surfaces and infrastructure must be maintained.
Do not expect monthly rainfall to match fee.
“What is a CSO?”
HWU operates a combined sewer system with permitted combined sewer overflows where rainwater and wastewater can overflow in certain conditions.
Use HWU CSO map/resource if concerned after storms.
“Does irrigation meter pay stormwater?”
Rate table note says stormwater fixed charges do not apply to irrigation meters.
Ask if the meter is correctly coded.
“Why does business pay more?”
Stormwater charges use meter size as a proxy for facility impact.
Review meter size and customer class.
