Budget Payment Plan and Bill Management
How it works
M.U.D.’s Budget Payment Plan spreads average gas and/or water costs across 12 monthly installments.
How to enroll
You can start any month if the account balance is zero; call customer service or use the contact route.
Variance
Budget variance tracks actual charges compared with budget payments. Credit means you paid more than actual charges; debit means actual charges exceeded payments.
Bill-control tip: if your positive budget variance is more than three times your budget payment amount, M.U.D. says to contact customer service to evaluate whether your budget amount should increase or pay extra toward the variance.

How to Read the Water and Sewer Parts of a M.U.D. Bill
Account info
Account number, account name and service address are shown in the account section.
Water meter
The water section includes meter number, current/previous reads, actual or estimated read, and water use.
CCF
M.U.D. bills water in CCF. 1 CCF equals 100 cubic feet or 748 gallons.
Sewer
M.U.D. invoices and collects sewer use fees for municipalities, but each municipality sets sewer rates.
Bill item |
What it means |
What to check |
|---|---|---|
Current and previous meter reads |
Shows actual or estimated reads for the billing cycle. |
If usage looks wrong, ask whether the read was actual or estimated. |
Water use |
Usage measured in CCF. |
Multiply CCF by 748 to estimate gallons. |
Cost per CCF |
Usage multiplied by current water rate. |
Compare with current rate schedule if bill changed. |
Service charge |
Fee based on meter size. |
Useful for business, meter-size and property-type questions. |
Water infrastructure replacement |
Monthly charge tied to cast iron water main replacement. |
Do not confuse this with a usage leak. |
City sewer |
Sewer use fee collected by M.U.D. and returned to municipalities. |
Sewer rate issues may belong to Bellevue, Bennington, Gretna, La Vista, Omaha, Ralston, Sarpy County or another municipality. |
Winter sewer average |
December-March billing cycles are averaged to set non-winter sewer flow base. |
Limit outdoor water use until mid-April if you want to reduce sewer base risk. |
High Bill, Low Pressure, PRV or Leak: What to Check First
Pressure facts
M.U.D. says it must maintain at least 20 PSI in water mains for water quality; normal main pressure is usually at least 40 PSI and can be much higher in lower-elevation areas.
PRV check
Most residential pressure/flow problems are caused by a malfunctioning or out-of-adjustment Pressure Reducing Valve near where the water line enters the home.
Leak responsibility
M.U.D. maintains the water main and corporation; most service lines from home/business to the main are property-owner responsibility.
Symptom |
Likely first check |
What to do next |
|---|---|---|
Low pressure throughout house |
Master shutoff valve, PRV, softener bypass, outage alert. |
If sudden or drastic, call M.U.D. customer service. |
Low pressure at one faucet |
Clogged aerator screen. |
Clean debris/rust/scale or replace aerator. |
Hot water only issue |
Water heater shutoff valve or water heater problem. |
Use licensed plumber if needed. |
Older home with weak flow |
Tuberculation in galvanized pipes or old service line. |
Licensed plumber may need to evaluate replacement. |
Water where it should not be |
Possible service leak, main leak, irrigation leak or drainage issue. |
Call M.U.D. to help determine source; property-side leaks need prompt repair. |
Leaking water service |
Property-owner service line from home/business to main. |
Contact licensed master plumber; plumber arranges M.U.D. inspection after repairs. |
Lead service line repair |
M.U.D. says if service line is made of lead, repair is not an option and full replacement is required. |
Check lead map, call 402-504-7029, or email lead@mudnebr.com. |
Water Quality Report, Water Sources, Chloramines and PFAS
Water sources
M.U.D. says its tap water sources include the Missouri River, Platte River and Dakota sandstone aquifer.
Treatment
M.U.D. operates three water treatment plants and uses processes to soften, clarify, filter and disinfect water to meet drinking-water standards.
Water quality report
Annual water quality reports are available online; hard copies can be requested by emailing customer_service@mudnebr.com or calling 402-554-6666.
Question |
Official detail |
User action |
|---|---|---|
Does M.U.D. water meet standards? |
M.U.D. states customers receive water that meets every federal and state standard for drinking water. |
Use the current Water Quality Report for detailed tables and notices. |
What are chloramines? |
M.U.D. says chloramines are a combination of chlorine and ammonia used to kill potentially harmful bacteria. |
Customers with aquariums/dialysis/special equipment should follow specialist guidance. |
Is tap water expected to contain contaminants? |
M.U.D. repeats EPA language that drinking water, including bottled water, may reasonably contain small amounts of some contaminants. |
Call EPA Safe Drinking Water Hotline at 800-426-4791 for contaminant/health-risk information. |
What about PFAS? |
M.U.D. says its most recent PFAS tests show all PFAS compounds below MCLs established in the new PFAS National Primary Drinking Water Regulation. |
Check M.U.D.’s PFAS page and annual Consumer Confidence Report for current monitoring results. |
When does PFAS monitoring start? |
M.U.D. says public-water-system PFAS monitoring under the national regulation begins in 2027, with solutions required by 2029 if levels exceed MCLs. |
Review updated CCRs each year. |
Water color/odor/taste concern |
Document tap affected, timing, construction/flushing nearby, and whether neighbors are affected. |
Call customer service; use emergency hotline for urgent safety or main-break issue. |

Concern |
Official detail |
What to do |
|---|---|---|
Homes most likely affected |
M.U.D. says lead service lines may be found in Omaha and other communities on its system in homes built before the 1940s. |
Check the interactive map before assuming line material. |
Is lead in M.U.D. source water? |
M.U.D. says lead is not present in raw source water, finished water leaving treatment plants, or distribution-system mains. |
Risk is mainly from customer-owned service lines or plumbing with lead solder. |
Free pitcher/test kit |
Customers with lead, galvanized or unknown service line may request a water sample test kit and/or filtered water pitcher through TruePani at no cost. |
Use M.U.D.’s order/request route. |
After service restoration |
M.U.D. warns that lead, galvanized or unknown service-line customers should follow flushing instructions after water outage or temporary disconnection. |
Follow flushing guidance before normal drinking/cooking use. |
State lab option |
Nebraskans not enrolled in M.U.D.’s replacement program can order a lead-in-water test from DHHS for a small fee. |
Call DHHS Public Health Environmental Lab at 402-471-2122. |
Risk reduction |
M.U.D. recommends cold tap for cooking/drinking, flushing stagnant water 30 seconds to 2 minutes, and cleaning faucet aerators regularly. |
Use this while waiting on map verification, testing or replacement. |

Sewer Billing: Why It Appears on a M.U.D. Bill
Important distinction: M.U.D. bills and collects sewer use fees for municipalities, but each municipality sets its own sewer rates. That means your sewer amount can change even when M.U.D. water usage is the same.
Sewer item |
How M.U.D. explains it |
What the customer should do |
|---|---|---|
Municipalities |
Sewer rates are set by Bellevue, Bennington, Gretna, La Vista, Omaha including unincorporated Douglas County, Ralston and Sarpy County. |
Contact M.U.D. for bill display/payment, but local municipality may control rate policy. |
Residential sewer charges |
Two charges: customer charge and flow charge. |
Check fixed fee plus usage-based flow amount. |
Winter average |
Four billing cycles from December through March are averaged to set base monthly usage for non-winter months. |
Limiting outdoor use until mid-April can help avoid higher sewer fee base. |
April-November sewer flow |
Uses either actual water use or winter base monthly usage, whichever is less. |
Compare actual water use against winter average. |
Drain blockage |
M.U.D. says a drain blockage is homeowner responsibility and recommends calling a reputable contractor or plumber. |
Do not assume M.U.D. is responsible for indoor drain issues. |
Pink warning tag / sewer lateral |
If blockage occurs after pink warning tag but before M.U.D. contractor inspection, call 402-554-7777. |
Have tag and address ready. |
Rates, Fees, CCF and 2026 Price Book
Water rate comparison
M.U.D. says its 2026 residential water rates ranked 14th lowest among 40 water utilities surveyed in the Memphis Light, Gas and Water Utility Rate Survey.
CCF unit
Water billing unit: 1 CCF = 100 cubic feet = 748 gallons.
2026 Price Book
M.U.D.’s 2026 Billing Price Book to Customers is effective June 1, 2026.
